Mission Statement
We advocate the world community urgently come together to carry out an equitable, science-based plan of action that includes what HPAC calls, the Climate Triad: Cool, Reduce, Remove:
- Cool – Temporary emergency actions to rescind International Marine Organization fuel regulations limiting global cooling sulfur, and reflect ~1% of sunlight back into space, while learning through emergency actions at small scale, then evaluating and repeat with larger scale
- Reduce – Accelerate emissions reductions with prioritization of short-lived warming emissions
- Remove – Build large scale carbon removal to buy time for sustainable emissions behaviors to become effective
The goal of these actions, along with enhanced and transformative adaptation and regeneration measures, is to restore the maximum global average temperature to within the 1 C range of Earth’s natural variability over recent millennia, stabilizing collapsing ecosystems, returning weather extremes to their former rare occurrences, and eliminating warming-caused injustice and inequity, creating a sustainable carbon emissions future for humankind.

With global emissions reduction delayed for 30 years, net zero emissions will take many decades, and double current warming. Emissions reduction do not stop warming, but allow even greater tragically devastating impacts with irreversible consequences. To reverse the warming before the point of no return, temporary reflection of about ~1% of incoming sunlight is needed. Major volcanic eruptions do much more than this occasionally—and it will give us time to implement a greenhouse gas removal infrastructure so we can return to the safe climatic conditions of the mid-20th century.
Real Solutions
Cool, reduce, remove –The Climate Triad; all three are needed at the same time to restore climatic conditions that reduce intensifying stresses on our Earth systems and ecologies that are already threatening irreversible and untenable harm to our advanced civilization. Nature has demonstrated realistic and plausible approaches to cooling our climate that can temporarily offset global warming. These natural processes can provide emergency cooling that can quickly be phased down as climate pollution is removed from our atmosphere and sustainable greenhouse gas emissions behaviors are adopted.
Real Hope
After 30 years of delay, hope is dwindling as our world’s systems degrade into collapse. Temporarily restoring our climate with natural cooling processes can limit the destruction, especially to the disadvantaged. There can be hope, but there can be no further delay. It is proving exceedingly difficult to transition to clean energy despite the rising efforts. Natural cooling processes can act like a tourniquet, holding off the most disastrous effects of warming while complete transformation of the global energy system and recovery from past emissions is taking place. We can do this: cool, reduce, remove.
